Canada has rolled out major immigration policy changes for international students starting in 2025. With the closure of the SDS (Student Direct Stream) category, students now face a different application pathway—requiring higher financial proof, limited study permits, and stricter rules for spouses.
At Core Immigration, we’re helping students adapt with clear, timely strategies. Here’s your full breakdown of what 2025 will look like for Canada-bound students.
Updated Cost-of-Living Requirements for 2025
To better reflect real expenses in Canada, IRCC has doubled the financial proof requirement for international students.
Key Milestones:
- From January 1, 2024: Students must show CAD 20,635 for one year of living expenses
- From September 1, 2025: This increases to CAD 22,895 (for a single applicant)
These amounts are in addition to tuition fees and travel costs.
For Students with Dependents:
- 2 persons: CAD 28,502
- 3 persons: CAD 35,040
- 4 persons: CAD 42,543
- 5 persons: CAD 48,252
- 6 persons: CAD 54,420
- 7 or more: CAD 60,589 + CAD 6,170 per additional family member
Acceptable Proofs for Meeting the Cost-of-Living Requirement
Since the SDS route has been discontinued, all applications are now processed under regular (non-SDS) streams, and IRCC expects stronger, more verifiable financial documentation.
Accepted Proof Documents:
- Recent bank statements (student or sponsor, past 4–6 months)
- Education loan sanction letter (with disbursement details)
- Fixed deposit certificates (clearly named and verifiable)
- Financial affidavits (backed with property, salary, or ITR proofs)
- Scholarship award letters (if applicable)
- Income tax returns (ITRs) and income evidence of sponsors
- Property evaluation certificates (if needed as part of fund proof)
Core Immigration Tip: Present a complete and liquid fund portfolio—avoid showing locked assets only. We help translate & notarize all financial proofs for IRCC compliance.
How Canada’s Requirements Compare Globally
| Country | Cost-of-Living Proof | Tuition Separate? | Notes |
|---|---|---|---|
| Canada (2025) | CAD 22,895 (single) | Yes | Adjusted annually (LICO) |
| USA | USD 10,000–15,000/year | Yes | University-dependent |
| UK | GBP 1,334/month (London) | Yes | Proof for 9 months minimum |
| Australia | AUD 29,710/year (2024) | Yes | Revised May 2024 to reflect real costs |

Core Immigration Insight: Canada’s updated proof aligns with international standards and reflects the true cost of survival, especially in urban areas like Toronto or Vancouver.
How This Change Benefits Students
While the financial increase feels tough at first, it’s aimed at improving your chances of success in Canada:
- Prevents Financial Struggles
- Many students arrive unprepared—this change ensures you can truly afford your stay.
- Reduces Fake Documentation
- With better checks, the visa system filters out fraud, ghost agents, and risky institutions.
- Improves Campus Quality
- Admitting students with real financial backing eases pressure on housing, food banks, and part-time job competition.
Core Immigration View: These changes reward honest, well-documented applicants—exactly what we prepare you for.
What About Quebec?
Quebec has a separate immigration process, but students must still show adequate financial resources.
Quebec Living Cost Requirements:
| Person Type | Required Funds (Approx.) |
| Student (18+) | CAD 15,078/year |
| Spouse | CAD 6,120/year |
| Each child | CAD 4,000–6,000/year |
Also Required:
- CAQ (Certificat d’acceptation du Québec) approval before applying to IRCC
- Certified English translations of French documents if applicable
Core Immigration Tip: We assist with Quebec-specific applications including Concordia, Laval, UQAM, and University of Montreal, with CAQ + visa filing included.
Student Planning Guide: Choose Wisely in 2025
Urban Cities (Toronto, Vancouver)
- Living Cost: CAD 1,200–1,800/month
- High tuition & rent, but more job options
Advice: Go only if you’re financially prepared. Share accommodation & plan ahead.
Mid-Sized Cities (Winnipeg, Halifax, Regina)
- Living Cost: CAD 800–1,200/month
- Lower housing costs, less competition
Advice: Great for students with limited budgets. Colleges still PGWP-eligible.
Spouse Visa Aspirants
- Only spouses of students in: Master’s (16+ months), PhD, or Professional programs are eligible for open work permits
Advice: Skip short diplomas. Opt for longer academic programs if planning family reunification.
Loan-Based Applicants
- Ensure loan covers tuition + CAD 22,895 living cost
- Show disbursement terms + repayment plan
Advice: We guide on lender formats preferred by IRCC.
