For an employer to hire a worker through this program, they must:
- Be located outside Quebec.
- Pay the compliance fee of CAD $230.
- Submit an offer of employment through the IRCC Employer Portal.
- Provide a genuine job offer that complies with Canadian labour laws.
Employers must strictly follow these steps; otherwise, the work permit application can be refused.

If you’re already working in Canada on a valid employer-specific work permit and want to continue working with the same employer under the Francophone Mobility Program:
- You can apply to change your work permit conditions and benefit from the LMIA exemption.
- Your employer must submit a new job offer through the IRCC Employer Portal and pay the compliance fee again.
- Once approved, you’ll receive a new work permit under this program.
